Used when something is so extreme, vague, or complex that the speaker cannot find adequate words. Often follows a noun or clause with と, or modifies a noun directly.

言いようがない stresses that there is simply no way to phrase something, whereas 何とも言えない often adds a nuance of uncertainty or reserved judgment.
