ばと思いますPolite hoped-for request
This pattern politely asks the listener to do something by presenting the action as an outcome the speaker hopes for, rather than as a direct instruction.
How the request is softened
The action before ば is the result the speaker wants from the listener. Adding と思います frames that result as the speaker’s hope or preference. Natural English translations therefore often use “I would appreciate it if...” or a gently worded “Please...” rather than a literal statement about thinking.
Careful requests
The listener or addressed group is normally understood as the person expected to perform the requested action.
本資料をご確認のうえ、金曜日までにご回答いただければと思います。
After reviewing this document, we would appreciate it if you could respond by Friday.

Indirect hope versus direct request
ばと思います presents the requested action as a hoped-for outcome. By contrast, てください directly asks the listener to do it. The direct form is still polite, but it is clearer and less indirect.
申請書は本日中に提出してください。
Please submit the application form by the end of today.
