というものではないというものでもないOne factor is not enough to justify the conclusion

というものではない rejects an oversimplified rule or criterion: one condition may matter, but it is not enough by itself to support the general conclusion.

What the speaker is rejecting

The speaker is not necessarily denying that the stated factor has any value. The point is that it cannot serve as a complete rule: effort alone does not guarantee success, price alone does not establish quality, and one favorable result does not prove that everything is sound.

Rejecting a simple criterion

A natural sentence makes the inadequate rule or criterion easy to identify.

りょくすれば、かならせいこうするというものではない

Effort alone does not guarantee success.

Analyze

The rejected rule is that effort always leads to success.

あやまればそれでいいというものではない

Simply apologizing does not settle everything.

~ばいい presents a supposedly sufficient action, which the speaker rejects as inadequate.

ゆうめいだいがくたからといって、ごとせいせるというものではない

Graduating from a famous university does not by itself mean that someone can produce results at work.

からといって introduces the single reason that is not sufficient for the conclusion.

The two negative endings

というものではない and というものでもない overlap substantially. The second can sound slightly less categorical or leave more room for other possibilities, but there is no rigid meaning split; both reject the proposed rule as inadequate.

じょうほうおおければおおいほどやくというものでもない

More information is not always more useful.

The sentence questions the general rule that quantity automatically produces usefulness.

Choosing among similar negative expressions

というものではない criticizes the adequacy of a rule or criterion. わけではない more broadly corrects an inference or qualifies a particular description. とはかぎらない mainly says that exceptions are possible. ことにはならない says that a premise does not count as or logically produce a specific result.
