This construction earnestly or wistfully asks whether a difficult but desired action, improvement, or solution might somehow be possible.
A negative form expressing a positive hope
Although the verb before ものか is negative, the desired result is positive. The speaker is effectively asking, “Could we not somehow make this happen?” The question is usually reflective or rhetorical rather than a simple request for yes or no.
何とかして、この地域の医師不足を解消できないものだろうか。
Isn't there some way we could address the shortage of doctors in this area?

When it sounds natural
Use this pattern for difficult improvements, prevention, assistance, cures, reforms, or hard-to-find solutions. It is less natural for an ordinary desire that the speaker can simply act on; the construction suggests an obstacle, uncertainty, or lack of direct control.
Personal and practical concerns
The hoped-for result should be clear from the context.
A search for possibility versus a direct wish
たいものだ directly voices a strong desire. By contrast, ないものだろうか presents the wish as a question about whether a difficult result or solution might be possible.
いつか北欧をゆっくり旅したいものだ。
I would really like to travel slowly through Northern Europe someday.

Do not confuse it with strong rejection
When ものか follows an affirmative verb, it can forcefully reject the idea: “I would never...” In the wish pattern taught here, the verb itself is negative, and the speaker hopes that the corresponding positive result can be achieved.

As if I would believe such an irresponsible promise.
