としては frames a judgment from a particular role or measures something against what is usual for a named category.
Two ways to set the frame
With a role, the noun tells you the capacity in which someone is speaking: as a parent, teacher, professional, company, or other responsible party. With a category, the noun supplies the standard of comparison: for something of that type, how large, difficult, expensive, or unusual is it?

The statement after the target should be relevant to the named role, not merely a general personal opinion.
Judging by a category's standards
Here the noun classifies the thing being judged, and the following expression places it somewhere on that category's usual scale.
Neutral comparison versus an unexpected result
としては can simply evaluate something by the standards of its category. By contrast, にしては more clearly says that the result differs from what the speaker expected.
