についてAbout; regarding
について marks the subject matter that someone speaks, asks, thinks, studies, writes, or gives information about. It is a neutral, common way to say “about” or “regarding.”
Naming the topic of an action
Place について after the noun naming what the following action concerns. It commonly appears with actions such as speaking, asking, explaining, researching, thinking, and deciding.

Distinguishing one topic from others
この案については、判断を来週まで保留します。
As for this proposal, we will postpone making a decision until next week.
Analyzeは singles out this proposal from other matters under discussion.
Topic versus target
Use について when the noun names the subject being discussed or investigated. Use に対して when an action, response, or attitude is directed toward that noun. The same noun can take either form, but its role changes.
