上In terms of; for practical purposes
上 attaches to a noun and limits a judgment to a particular viewpoint, purpose, circumstance, or practical consideration. It often corresponds to “in terms of,” “for purposes of,” or “because of considerations concerning.”
A viewpoint that limits the judgment
The noun before 上 tells you the specific basis on which the rest of the sentence is true. The statement need not be true in every respect: it is true when viewed through that domain or when its practical requirements are taken into account.

Legally, there is no problem with this contract.

Do not confuse the two readings
The suffix taught here follows a noun, is read じょう, and sets a viewpoint. By contrast, the additive pattern follows a completed description, is read うえに, and means that one fact is true in addition to another.
この部屋は広い上に、日当たりもいい。
This room is spacious, and on top of that, it gets plenty of sunlight.
