English 'confer' can mean either 'discuss' or 'bestow'. In Japanese, these are expressed with completely different verbs. Make sure to choose the right one based on context.
相談する is often used with the particle に for the person consulted and について for the topic. It can also be used as a noun: 相談 (consultation).
両社は合併について協議した。
The two companies conferred on the merger.
Literally 'talk together', implies a mutual discussion. Less formal than 協議する but still used in serious contexts.
問題を解決するために話し合いましょう。
Let's confer to resolve the issue.
Used for a meeting or discussion to coordinate plans, often in business settings. Implies a practical, pre-arranged talk.
