守 combines 宀 (roof, building) and 寸 (hand, a measure). The traditional explanation is a hand guarding or keeping something under a roof, expressing protection or defense.
Under a roof 宀, a hand 寸 stands ready to guard and protect what is inside. The hand also follows rules to keep order, so obeying is part of guarding.
For シュ, imagine a guard standing under the roof saying 'Shoo!' to scare away intruders: shoo -> シュ, and the hand protects the place.
